The series covers the period from Central Intelligence Agency (CIA) Director William Colby's report to President Gerald Ford on intelligence community abuses in December 1974 through the issuance of President Ford's executive order reorganizing the intelligence community in February 1976. Many materials concern the investigation of alleged intelligence community abuses by the Commission on CIA Activities Within the United States (Rockefeller Commission) and the House and Senate select committees on intelligence. Other materials concern the administration's attempts to study the problems raised by the investigations and to formulate plans to reorganize the intelligence community. This collection contains material on Gerald Ford's congressional career and Vice Presidential confirmation; miscellaneous domestic and foreign policy issues; and office organization. The papers also document in detail the work of Ford and his staff in answering mail, handling constituent casework, scheduling and advancing trips, speechwriting, handling administrative and personnel matters, dealing with Republican Party organizations, campaigning for Republican candidates, meeting with foreign and diplomatic officials, and liaison with the Congress. There is little here to document the less public aspects of the Vice Presidency such as the many briefings received by Ford, his meetings with President Richard Nixon, or the meetings of the Domestic Council, the Cabinet, the National Security Council or other bodies on which Ford served. Little material on the Watergate investigations and impeachment appears, with the exception of public opinion in correspondence, references in speeches, and occasional items in the staff files. Material on Ford's transition to the Presidency is very limited.

While much of the lobbying of members of Congress on specific legislation was carried out orally and documentation is sketchy, there are materials compiled and occasional notes taken by Friedersdorf during meetings with members and the president which indicate how the office worked.
