This series contains handwritten journals kept by Arthur Burns between January 20, 1969 and July 25, 1974 as he served as Counselor to President Richard Nixon and then Chairman of the Board of Governors at the Federal Reserve Board. The entries document Dr. Burns' personal account of private interactions and meetings, and his personal opinions about people, events, and Nixon administration policies. The frequency with which he kept the journal varies. At the beginning of the first Nixon administration he often made daily entries, but as time passed there were weeks or months between journal entries.
Topics discussed include banking, common markets, employment, exchange rates, federal budgets, finance, foreign investments, gold values, inflation, international finance, monetary policy, presidential appointments, taxes, and wage and price policy. A majority of the photographic materials relate to the Bicentennial: gifts sent to or presented at the White House; various exhibitions, including the National Aeronautics and Space Administration (NASA) Bicentennial Exposition on Science and Technology; the Bicentennial Band and Chorus; the American Freedom Train; and the United States Armed Forces Bicentennial Caravan. Other subjects include the White House Miniature Program, Milton Mitler’s meeting with National School Volunteers, the Defense Appropriations Bill Signing, and the Federal Council on Aging.

Major themes within this series are related to railroad reorganization, specifically as it pertains to the design of the Consolidated Rail Corporation (Conrail) under the auspices of the United States Railway Association. A large portion of this series focuses on the formulation and implementation of the Final System Plan for the northeast railroads, and the controlled transfer of some services to Amtrak, as well as the railroad nationalization debate.
