According to the White House Central Files manual, this category was used for material on "public utilities in the communications and power (energy) fields. This includes communications by wire or radio, facilities and charges; generating, transmitting and distributing electric power; natural and artificial gas production and distribution."

Intended exceptions were: conservation of natural gas (see NR); hydroelectric projects (see NR); and national security - civil defense (see ND).
