INTRODUCTION

David Wheat joined the White House Staff in March 1973, as assistant to Anne Armstrong, Counsellor to the President. Although Armstrong departed the White House in December 1974, Wheat remained through May 1975 and provided assistance to the Economic Policy Board staff. The majority of his files concern his work for Anne Armstrong.

As staff assistant, Wheat aided Armstrong on routine office correspondence; on economic issues and her position on the Council on Wage and Price Stability; on surplus federal land and her position as Chairman of the Federal Property Council, which included the Legacy of Parks Program; and on her attendance as a member of the United States delegation to the World Food Conference in Rome, Italy, in 1974. In addition, both hailed from Texas and he maintained information on miscellaneous local issues, such as the 1974 dairy and beef cattle situation. He prepared informational and draft Presidential memoranda for Armstrong, responses to the public, and weekly economic fact sheets.

In 1975 he assisted Marvin H. Kosters, Consultant to the Office of Economic Affairs, on economic policy analysis and planning, and on the operating process of the Economic Policy Board. He prepared memoranda, draft proposals and planning calendars, tracked legislation, and drafted standard responses to the public. In addition, he continued correspondence on Federal Property Council issues.

Although Wheat delivered 62 speeches during his two years on the White House staff, there is no record of them in these files. The file in general appears fragmentary. Most of his material from the Nixon administration was placed with the Nixon presidential materials upon his departure in May 1975.
