According to the White House Central Files manual, this category was for "material pertaining to medals, awards and trophies, including those awarded in the name of the President, which are intended to preserve the remembrance of a notable event, or of an illustrious person, or to serve as a reward, tribute, honor, acclaim, or special recognition."

Specific exceptions are: medals or awards conferred upon the President (see PP). This category includes Incentive Awards for individual members of the Civil Service and the Armed Forces, but not for the Incentive Awards Program in general (see PE and ND).
