According to the White House Central Files manual, this category was for "material pertaining to Federal financial aid to state and local governments or institutions in the form of direct grants-in-aid; shared revenue and net loans; repayable advances and aid to industries for defense production; public or civil works.

Exceptions include: disaster aid (see DI); foreign aid (see FO); labor surplus areas (see BE); loans to schools and students (see FI); small business loans (see FI); and veterans hospitals (see VA).



 

FA: Federal Aid

Material on federal aid in general, including but not limited to: aid to New York City, specific public works projects, legislation involving appropriations for aid programs, budget rescissions, impoundment of public works funds, the Comprehensive Employment Training Act program, and grant proposals from local units of government and, occasionally, private organizations.

FA 1: Airport Construction

Material on federal aid for airport construction, including: copies of grant proposals, requests for the release of impounded funds, the FAA's Airport Development Aid Program, the Fort proposal to restructure airport and airway development programs, and passage of the Airport and Airways Development Act Amendments of 1976.

FA 2: Arts

Material on federal support for the arts, including: funding for the National Endowment for the Arts and the National Endowment for the Humanities and grant proposals for specific projects in art, music, and theater.

FA 3: Education

Material on federal aid to education, including: education for the handicapped, Title IX of the Education Act Amendment of 1972 and sex discrimination in athletics, funding for medical and dental schools, bilingual education, aid to private schools, grant proposals, and the Elementary and Secondary Education Act Amendments of 1974.

FA 4: Transportation

Material on federal aid for highways, mass transit, railroads, and bicycling, but not airlines. Subjects include: grants, legislation, the release of impounded funds, the Washington Metro, financial troubles of the Rock Island Railroad, and the labor protection provision of section 13 © of the Urban Mass Transit Act 1964.

FA 5: Housing

Material on federal aid for housing, including: construction of subsidized housing for elderly and low-income persons, rental assistance programs, grant proposals, and programs to stimulate new housing starts and bolster the mortgage market. Many of the documents are copies of identical congratulatory letters from the President to the mayors of various cities and villages after these communities filed their plans under the Housing and Community Development Act of 1974.

FA 6: Public Health

Material on federal aid for public health programs, including: cancer research, drug and alcoholism rehabilitation centers, sewage treatment construction grants, water pollution, family planning, Hill-Burton funds for hospital construction, assistance for students in public health fields, grants for health maintenance organizations, and budget rescissions.

FA 7: Revenue Sharing

Material almost exclusively on renewal of general revenue sharing, including: the joint Treasury - OMB - Domestic Council steering group studying possible changes in revenue sharing, letters and resolutions from local government officials supporting renewal, related legislation.
