SUMMARY DESCRIPTION

 

       Papers concerning his work as a Congressman, especially his activities as a member of the House Judiciary Committee.  The Judiciary Committee files relate not only to legislation, but also to such topics as the 1970 attempt to impeach Supreme Court Justice William O. Douglas, the Nixon impeachment hearings, and the confirmation hearings for the nominations of Gerald Ford and Nelson Rockefeller as Vice President.  Also included in the collection is material on legislation, political affairs, House Committee on Standards of Official Conduct, Commission on the Revision of the Federal Court Appellate System, and the Michigan Constitutional Convention of 1961‑62.

1‑13         Nixon Impeachment Subject File, 1974. (5.0 linear feet)

Correspondence, memoranda, notes, reports, transcripts of White House tape recordings, and draft articles of impeachment.  The materials concern all phases of the House Judiciary Committee's investigation of Watergate, President Nixon's alleged abuses of power, the bombing of Cambodia, dairy industry campaign contributions, and President Nixon's income tax returns.  Included are Hutchinson's working papers, various reports and transcripts distributed to all Committee members, memoranda exchanged with other Committee members and staff, and materials submitted by President Nixon's lawyers.

Stenographic minutes of impeachment inquiry proceedings and the published report of the Judiciary Committee hearings.  The minutes cover all testimony before the Committee and discussions and debates among Committee members during formal meetings.

Arranged by type (e.g. stenographic minutes or published hearings) and chronologically thereunder.

Briefing books distributed to Judiciary Committee members summarizing the evidence against President Nixon, plus material submitted on President Nixon's behalf by his lawyers.

Arrangement: summaries of each briefing book, then the briefing books in numerical order, then various supplemental submissions.

Correspondence, notes, reports, copies of proposed legislation, and printed material.  The materials concern hearings and legislation handled by the Committee and especially those issues handled by the subcommittees on which Hutchinson served.  Topics include: copyright, interstate taxation, claims involving the federal government, gun control, crime, law enforcement, antitrust, and civil rights.  Of special interest are materials on the attempt to impeach Supreme Court Justice William O. Douglas in 1970.

Memoranda, correspondence, reports, congressional bills, and clippings concerning the work of the committee more commonly known as the House Ethics Committee.  The files concern the operation of the Committee, the investigation of allegations against specific House members, and legislation concerning financial disclosure and controls on lobbying and lobbyists.

101‑106   Commission on the Revision of the Federal Court Appellate System, 1972‑76.  (2.4 linear feet)

Memoranda, correspondence, minutes, reports, press releases, schedules, testimony, and clippings concerning the work of this Commission on which Hutchinson served.  The two key matters discussed were the realignment of the judicial circuits and a proposed National Court of Appeals to relieve some of the Supreme Court's caseload.  The materials document the various proposals, Commission meetings, and the development of the final proposals.
