NOTICE TO THE PRESS
STATEMENT BY THE PRESS SECRETARY
The Cabinet meeting began shortly after 11:00 a.m. and lasted until 12:15 p.m. The list of participants is attached.
The President introduced James Cannon, the new Executive Director of the Domestic Council, and Richard Dunham and James Cavanaugh, the Deputy Directors.
The President commented on the five policy units under his White House organization:
The Office of Management and Budget The Domestic Council The National Security Council The Economic Policy Board The Energy Resources Council
The President said he has given Vice President Rockefeller a substantive role as Vice Chairman of the Domestic Council, and that the Council will both study long-range policy and be involved in day-to-day operations. He said the Domestic Council is a good organization with top people.
Vice President Rockefeller then elaborated on how the Domestic Council will operate. He said that the Council's charter will be President Ford's State of the Union promise to point America in "new directions." He said the Council will be organized in such a way that expert professionals will coordinate the government's day-to-day domestic policy while other professionals study and make recommendations to the President on long-range issues.
The President discussed his energy program and the meeting concluded with a report from Henry Kissinger on his recent trip.
